Minimum Speed Limit Sign: Meaning and What to Do

The tall white rectangle that carries SPEED LIMIT and a number above MINIMUM and a smaller number sets both ends of the lawful speed range. The top figure is the maximum; the bottom figure is the slowest speed a driver may travel under normal conditions on that road, usually a freeway or expressway.

  • Regulatory sign

A minimum exists because a very slow vehicle in fast traffic forces everyone behind it to brake and change lanes, which is how rear-end and lane-change crashes start. The minimum is suspended when conditions make it unsafe, such as heavy fog, ice, or a traffic jam, but it is not suspended because a driver simply prefers to go slowly.

What to do

What to do when you see the minimum speed limit sign

Keep your speed between the two numbers. If your vehicle cannot hold the minimum, use another route, and if a breakdown or weather forces you below it, turn on your hazard lights and move to the right lane or the shoulder. Treat the maximum as a ceiling, not a target, and slow further when the road or weather demands it.

The signs it is confused with

Tests contrast it with the plain Speed Limit sign, which sets only a maximum, and with the yellow Advisory Speed plaque under a warning sign, which is a recommendation rather than a law. The word MINIMUM is what separates this sign from every other speed sign.

Questions

Questions about the minimum speed limit sign

What does a minimum speed limit sign mean?

The road has both a maximum and a minimum lawful speed. Under normal conditions you must stay at or above the lower number and at or below the upper one.

Where are minimum speed limits posted?

Mostly on freeways and expressways where slow vehicles create a hazard. A road with a posted minimum is usually one that bicycles, mopeds, and farm equipment may not use.

Can I drive below the minimum in bad weather?

Yes. The basic speed rule always applies, so when rain, fog, ice, or congestion make the minimum unsafe, you drive at the safe speed instead. The minimum governs normal conditions.

What should I do if my car cannot keep up?

Leave the road at the next exit. A vehicle that cannot maintain the minimum on a freeway is a hazard to itself and everyone approaching from behind.

How does this sign appear on the written test?

As a reading question, asking which number is the minimum, and as a rule question, asking what the minimum means when the weather turns. Both forms appear in our sign bank.
